Payment system with no information exchange

Guys, do any of you know a Payment system which doesn't exchange information with EU countries? Please give the name (or link). I would be very grateful!

None of them officially announce by which date they will be‍ reporting, but it's the general trend in the world of finance. It is inevitable that⁠ soon all EMI's will be obligated to report just as banks are now.

Interesting I am using payoneer as well, where you get that info‍ from? Will they report retroactively?

The first paragraph on the wise website says as such. Can't find something similar on Payoneer's website. Keep in mind this is not‍ a reliable strategy as these companies will eventually start to report.
