Panama v Belize or ? for US eCommerce biz, residing in Latam

Background, living temporarily in US with eCommerce business - relocating, probably to Paraguay soon, and will be conducting US biz 'offshore'.
Is setting up IBC in Panama or Belize still a good option (residing in Paraguay or similar latam country) or is it better somewhere else, even Dubai? IBC location needs to have good Intl banking options.

Uruguay SAS can be a good option. 0% tax for non UY income⁤ if you are non resident of UY or 10.5% if you reside in UY.

anytime I would choose Panama if you're going to do business in the US -‌ Belize is not working any longer only trash business using belize.

Why not use a US LLC?

It’s the cheapest option.
