Anguila, St. Vincent and Costa Rica are some of the main jurisdictions used for such business activities. In the past Panama and Belize was the first stop for them but not today because it does not work out as well any longer.
Well, personally I'm looking into different offshore jurisdictions to file for companies just to avoid putting all eggs in one basked it's nothing new and known to man that things changes and thats why you need to get prepared.
They are legit but don't take on new business / startups. I can't they won't accept Seychelles or Belize companies but as far as I read their TOS they don't.
Belize , Cyprus and Seychelles are easily top 3 for me. They have their own advantages and disadvantages. I think you should go with what country from these 3 that you could open a bank account easily without having to do a lot of things.
