Opening Offshore bank account without passport

hi
is is possible to open a bank account with out passport , only with ID ?
i have a client who cannot issue passport .
His government Id can be translated.
 
I believe the only place where he could open a bank account without a passport is his own home country.
 
It is possible with the banks in Cyprus as long as the ID card is notarized or certified by a lawyer.

Mr. T can also accept ID cards at least for my country.

Agreed

You may want to go with a licensed PSP/EMI before you consider an account at a licensed bank. Very little advantage to opening with a bank today unless you want deposit insurance, loans etc.
