Opening account in EU while residing in UAE

MKB usually just asked for passport and an‍ address. No utility bills.

The address can be of a friend or relative.

Probably won't⁠ sent there anything or maybe some promotions etc.

I was in Bucarest and‌ Buzau, both are ok, but Bucarest and more "pro", Personally I prefer to open in‍ commercial center like baneasa mall...

Just to confirm, some banks in Romania still accept non EU utility bills (without certified‌ translation) as proof of address and can open account for EU passport holders?
What about‍ MKB Bank now? New brand no longer accepts EU citizens but EU non residents? (It⁠ ceased to exist on 30 April 2023, when Takarékbank was merged into MKB, and the⁤ merged entity will operate under the name MBH Bank Nyrt.)
