The document is fine however your interpretation is inaccurate (perhaps due to the document not‌ being clear).

EEA = European Economic Areas
OCT = Overseas Countries & Territories

OCT countries‍ are not part of the EEA...

I know what stands for what 🙂 but this document seems really misleading in it's structure.‌
I've found another source clearly saying that
EEA includes the Azores, Madeira (Portugal), the Ǻland islands (Finland), the Canary Islands, Ceuta and Melilla (Spain) and the French overseas departments. It also applies to Gibraltar.
It does not apply to‍ the Channel Islands and the Isle of Man, the Faeroe Islands (Denmark) or to overseas⁠ countries and territories.

So this is compatible with what you're saying. Thanks
 
Your prices are insane. You seems to be a E-Commerce Park Reseller and I remember they⁣ ask much.

There are anyway some cheaper solutions and there is enough to operate this⁢ one own Server, there you can host a database backup and the gambling comission is︀ happy. The production website any way no one will host in Curacao.
 
We have small (non-licensed) bitcoin casino hosting with us on our shared accounts for €10‌ - €30 per month, I am not quite sure what is insane about that?

But you need to look at the bigger picture:

Here is︀ your conundrum. Curacao has effectively two license providers who you can work with (there is︁ a third but they do not count as they do their own thing). The one︂ is going to charge you around $12k per annum for your license and you can︃ host anywhere... the other is going to charge you €4500 for your license BUT you︄ must host in their associated DC.

If you go for the cheaper license, the rental︅ for the racks + bandwidth will be more than the €450 per month deal that︆ we offer...

AND if the DC somehow offers you a better deal, we will beat︇ it.
