Who is the company that can offer a offshore company with bank account and paypal account? Alternative to paypal would be 2checkout account?

There are consultancy companies / CSP's who may be able to help you with this‌ specific issue. A seychelles company is accepted by 2Co as far as I have been‍ informed, so you may solve the issue that way.
