Depends on type and size of the business, purpose/origin of transactions, residence/nationality of UBOs, and‌ so on. But speaking broadly, I'd look at Singapore, BVI, and UK.

Maybe Hong Kong,‍ depending on how much Chinese influence the involved parties are comfortable with.
