Offshore banks like Belize. Just send a notarized passport copy and they will open a personal bank account for me?

They usually ask for a few other things to "verify your identity" like a reference letter from your bank or an "expert" and a bill to prove your residency (electricity bill, phone bill), but generally speaking you're right.

These banks are not on the same level as you might know from European banks as far as digitalisation is concerned.
 
I would agree with @apres777 it isn't that simple!

What bank told you that it is that simple?

With regular banks it has always been possible to do that. The question is good if it would work with EMI's, but I can't see why they would refuse it.
