Yes approved and fully operational in many currencies, including USD. They gave me my own SWIFT account number in this virtual Hong Kong bank account (multi-currency), and local UK and US accounts. They only offer a Visa/MasterCard hooked up of your a resident of Hong Kong but not otherwise.
