My crystal ball says: Mainly constrained to EUDSSR and implemented there with banning all self-hosted (non bank related wallets) such that you cannot use them for interacting with the regulated financial system at all.
USA can fall either way, my bet would be it will not be hostile from 2023 onwards after the midterms (difficult to predict however).
Elsewhere it will be more fluid esp in the third world.
Software cannot︀ be banned so easily. You can run a few lines of code to get these︁ public/private keypairs. If you are worried you can download respective code from github etc and︂ store that locally.
