there is no risk as you meet with the‍ doctor, the doctor takes a vaccine dose and instead of injecting it in your arm,⁠ it throws it into the trash or sink and marks it as injected in the⁤ system. The only risk is if the doctor says it to anyone, but in the⁣ end, there is no proof that the liquid went to the trash or sink instead⁢ of going into your body. Same as people having the vaccine, they don't have any︀ proof saying that the vaccine dose went into their body instead of trash other than︁ the person injecting it saying it did.

It's a trust system and any system based︂ on trust can be manipulated.

The thing⁤ is, exactly like @ecool explained, this is actually a real certificate. It's just the doctor⁣ will flush the jab down the drain instead of injecting it into your arm. Other⁢ than that everything is legit and entered into the system.

We're talking about poor non-developed countries, where︁ trusting the institutions is uncommon, and gaming the system is some kind of a sport.︂ The risk they have is if they get caught they'll have to bribe up the︃ ladder. There is a saying that goes "the strictness of the law is compensated︄ by it not being mandatory".
