If a Seychelles holding company starts a Cyprus company with nominee directors to protect the privacy of the Seychelles shareholder (me) - can this company still be non resident thus pay % tax ?

By the way, I understand that a non resident company can not get a vat number ? Why is this important? And is this a concern ?

Short answer is yes, a Cyprus company that is owned by a foreign entity or person can automatically be registered as non resident so it is exempted from any tax.

Since the Cyprus company will be non resident and not a EU entity then it can't have a VAT number (be registered for VAT) since this is a EU "tax".

You might incur tax in any of the two countries. Double taxation wouldn't be a possibility.
