Does anyone have an experience with noise cancellation devices for better sleep in general and especially while traveling as conditions are often beyond control?
And no... earplugs are not an option 😉
 
let's just say it's about mentally handicapped person that cannot tolerate it under any circumstances
You need to get used to earplugs. You can try the cheap 3M 1100 (-32db nr).
They are soft and more comfortable than any other in-ear device.
however over-sensitive to sleeping conditions at the same time 🙁
You can’t sleep well in a noisy environment.
Unless you sleep on your back and you don’t move, over the ears active noise reduction headphones are not an option, and anyway they are less comfortable than earplugs for prolonged wear.

You could create your own cocoon around your head using sound absorbing panels, but it would not be as effective as earplugs and you will suffer from heat.

In your own room or airplane you can create an active sound reduction system oriented towards the bed. There are some companies that can custom make it, for 5 figures (or 6 in an airplane). Obviously this can’t be done outside of your property.

Some people find relief from white noise (rain, waves etc). It can be used for short periods of time if it works for you.

The last resort is to sleep elsewhere. Sometimes you can find more silence in the bathroom, in which case move the mattresss there.
 
I wasn't talking about me and not joking... earplugs are not an option, we tried many times, traveling with mentally handicapped person is a challenge...

what I had in mind is a portable device that would have bigger effect than fizzing A/C unit in the background (it helps sometimes surprisingly)

I know about white noise producing devices but have no experience and I'm afraid that it's just another gadget that will end up unused... hence the question whether somebody uses anything like that

True white noise is annoying, it's basically the hiss from old cathodic TVs with flickering b/w screen.
Sounds from nature are more bearable and often more usable.
No need to buy a dedicated device, just use a decent speaker connected to a youtube video:
