Spain and California are really pushing the limits on how shitty and communist a place can be, while still having people wanting to live there just because of nice weather and beaches.

It is a cash cow. It is like Swiss banks watches, or Amazon or Microsoft it Apple. You have a reputation and you cash in on it until the reputation is gone.

It is like my country of origin.
You only see young/old rent seekers who just want to live with family money or look for safe government jobs.
Private jobs are badly paid and super highly taxed.
It is an anti-innovation and anti-business enviroment, people from outside can't really imagine how bad it is.
Spain at least it is more vibrant, and youths has more opportunities.
Italy is a wax musem where nothing can change.

If you like southern europe countries so much just go there for extendend holidays.

Great idea. What would be the "fee" for such service?

Then, your UAE friend will get into troubles as he is spending too much in Spain.
