They could for example divert the gas currently being exported to the EU to their own natural gas power plants and significantly lower the cost of electricity within the country, but apparently getting US dollars is more important to them. And I guess if you don't have the brains to make use of the cheaper/free energy, you haven't really accomplished anything.
