Is there some kind of secret money laundering technique for these kinds of passports of which I am unaware? Or are they just for people with lower tier passports like Afghanis or Pakistanis who can’t scrape together enough for a Caribbean or Turkish passport and the kind of fool who gets grifted by Nomad Capitalist?

You nailed it. They are for lower IQ fools with too much cash available.
 
CBI are interesting from the perspective of someplace like Nauru where it is otherwise difficult to settle and gain citizenship. Their passport power is dogshit.

Unfortunately Nauru's is scarcely something like a mile (less?) wide and only a hair above the sea level. It won't take much change in geological conditions of the ocean to wipe out the infrastructural and available useful land. And they're poor/small enough that any swinging dick with a few bucks could conceivably convince their government to fuck with any particular person residing on the island.
