yes that's the bank,‍ if you read the above article you see actually what people discuss here so a⁠ simple google search as the one you did pull up the url.

If they have a Cyprus branch it may be a possibility to open an account‌ in Cyprus with this bank and ask them to open accounts around in the other‍ locations!

Are they a good bank with Internet banking and debit card for their foreign customers?‌
