If somebody who was born and lives in mozambique or for that matter any other third world country had an offshore bank account with like $90 million usd or more, would the most poor third world nations force their citizens to disclose such bank accounts like the rich first world nations? Would anyone happen to know?

depends on the situation of each case. If you are into drugs or other illegal stuff they will be forced by the US government and Joe in person to hand over all evidence. If you have a legit setup, they won't.
