No upfront fee is highly unlikely. You don't want to be scammed but the provider doesn't want to waste time and resources.

YES, I completely agree with you. You need to be extremely thorough in your research when choosing a payment gateway provider or MID. Many of them are resellers, and just as many will try to scam you. Finding a legitimate solution isn't easy, and it requires a significant amount of research.
