Because I'm doing an online business that targets customer in a different country

Forex licenses come with a catch - you'd need to deposit certain amount (from 50 to 700 k EUR) in order to obtain such license in any reputable (and even not-so-reputable jurisdiction).
Advisory is usually an auxiliary activity to the main license, either STP (transmission of orders to master white label provider, like XOpenHub) or dealing on own account (market-maker).

If you are interested in an EU jurisdiction, Cyprus (CySEC) license is a credible option (Investment advice requires EUR 50k share capital). For offshore, i have worked with Mauritius and approximately, it takes 1 month to get such a license. Also, Seychelles is a credible option.
