living legally

does someone have to live legally in a country in order to do this and have access to their money? what if they wanted to have access to their money, what channels would they have assuming they were living legally or illegally in any given part of the world? if they live illegally lets say in canada australia or america, could they have access to their money this way like in the attached file? if so, how? if not, why? rsvp.

If you setup a fully operational company in an offshore jurisdiction including real office, real‌ staff etc. it can be challenging to get it approved by the taxman, however, it‍ should be recognized as valid in 99% of all cases. The problem is such setups⁠ costs a lot of money and that's why most try to play games.
