From this list that’s definitely Saint Helena. Even Napoleon retired there 😉.
 
I think we should first define what "foreign income" actually means ...?

It is an incomplete screenshot which misses out on the important distinction between resident citizen and‌ resident alien.

@complex is absolutely correct with his assesment. Considering the title of this thread,‍ the Philippines should have a prominent place on this list!

Relevant:
Resident citizens are taxed⁠ on worldwide income, resident aliens are taxed on Philippine sourced income only.
Ref. to RA⁤ 8424, Title II, Chapter III, Section 24 (A)(1)(c).

This is the case in many of these countries. Territorial taxation⁢ -in most cases- is only interesting for people who receive passive income (-> interest, dividends,︀ sporadic capital gains from stock market transactions without active trading).
 
Colombia also works that way. It is great to‍ be a legal Colombian resident. But citizenship? Not so great for your bank account.
