For example language, healthcare, culture, security, human rights etc are needs one most consider when looking where to live. People needs to be clear about their needs and not just expect a one country fits all approach.

Really depends on a lot of factors.
I love Russia but the language is difficult and the weather is harsh.
Forget China, they will dominate the world for user but they are - correctly - focused on their own people and citizenship is very difficult (I don’t even know if it possible at all!).
I chose Latin America, warm people, great food, wonderful weather, you can swim, ski, whatever you want.
Other people chose South East Asia.

Most people from the West actually choosing the UAE as it's fast,︀ straight forward and affordable.
Getting a 2nd or new passport as a Western National isn't︁ easy, straightforward and can't really be pruchased except Malta Citizenship.
I mean in reality no︂ Western National is opting for a Caribbean CIB program as the shortcomings are way too︃ high especially as for now no Western National except US citizen is taxed based on︄ the Citizenship.
By the way just recently a lot of people from Malaysia relocating to︅ Dubai as well - seems like even some Asian countries are no longer what they︆ used to be in the past.

I said in another thread, that citizenship doesn't really matter anymore, having a "western" passport and a Caribbean passport (just in case) + good residency is what you really need.
For example, having a Maltese passport + st Lucia passport (As︀ a backup) and having a residency in a place that suits your specific needs, that︁ place could be Dubai, Thailand, Malaysia, Singapore, Switzerland or a mix between a couple of︂ countries, so it really depends on your needs.
Do you like good banking, a lot︃ of activities, shopping, 0% taxes, good networking? then you go to Dubai.
Do you like︄ a mix between NYC like urban life and nature, nice people, cheapish luxury lifestyle, and︅ a good tax system? then Malaysia is the answer.

The UAE knows very will that the reason why people is there is because of this 0% taxes, it's literally their bread and butter and they will make sure to defend that no matter what (this is not my words, these are the words of the people who are close to bin zayed and the royal families in the UAE)

Ok I see you want to get presented with a set of options and then choose from among them. I look at the issue differently I guess i.e if you walk into an estate agent and say "I want to buy︀ a house". Estate agent will reply - "What area? how many rooms? whats your budget?"︁ etc etc. But you would reply "show me all you have and let me choose︂ from them" 😉
