I wonder if there is any limit in regards to the number of shareholders a offshore company can have? Is it different for each offshore jurisdiction i.e. seychelles, belize, panama?

There are no limits on number of shareholders. The only thing to keep in mind‌ is that as the share capital goes up, so may the annual government fees.
 
Is there any offshore jurisdiction you are looking into specific? Usually there is no limit‌ of the number of shareholders and you can have as many shares as you like,‍ however, as Zqq already mentioned depending on the increase of share capital and shares there⁠ may be government fees that have to be paid additionally.
 
Okay I see. I don't need to increase the share capital if we are only‌ 5 shareholders or what you think?
 
Are there any costs if we need to change the number of shareholders later on‌ or maybe increase share capital?
