As far as I understand they are very slow in responses but they have a good and serious bank in Switzerland that allow private & personal account opening, what more would you like then?

I have an account with them, and I have to say that so far everything has worked fine. But recently I withdrawed almost all my funds and left only a symbolic amount. The reason?. This: Dukascopy Bank SA is rated "Poor" with 2.1 / 5 on Trustpilot
It's worth to take a look at the comments. Now I am reluctant to fund that account again. If I leave MY money somewhere I need some peace of mind.

It does not look very good indeed. The reviews seems to be valid. It's a no go for my operation.
I can help you. The funds on Dukascopy MCA accounts are not e-money and do get reported. However, the funds on the cards (Dukascopy card and Swiss Bankers card) are considered as e-money and do fall under the exception article you refer to. You can make conclusions yourself.
