I want to create my own e-banking online

I bought a Banking Software Script and my idea is Open an offshore bank account and uses it to receive money from Forex customers or help people that can't open bank accounts. The idea is to start this project without any license . I have friends from Spain that receive money from other people and they are making a 10% commission per transaction. I think is a really good business, but I want to know if I can have any problems in the future.

is it possible also get a cheap online banking license for this project?

Well, without a license this is not legal!

That said, I'm well aware of that many services around that requiring a license just go online and find ways for banking and other financial services without the license! I'm not aware of a bank that is able to help you, maybe someone has an idea.

Do you have the programmer to develop such a system also that it is secure and comply to data security standards?

How big is your budget to setup your own e-banking? and what exactly do you mean by that? EMI ?
