still possible with shady fakes or real darks. Actually it's easy to open an PP‌ account that way. You need to have papers, bank and VPS from same country, if‍ so, it's a walk in the park!

In certain cases and depending on your business it will be possible to do with‌ a complete Cyprus setup. Personally I have such a setup which I got for some‍ years ago, works still fine.

yes that's what you need. In the beginning you will need to use an‍ VPS or similar to get a Cyprus IP address.

yes real nominee is required if you want to setup a PP account for‍ a EU offshore company! You want them to be able to provide a passport and⁠ utility bill.
