How to register company offshore for banking services.

How can I register a offshore company to sell banking services? I don't want to be a bank but simply offer a platform where people can transfer money to their Virtual account with my company and transfer money to others within the platform.

Can I use a simple Seychelles ibc for this‍ purpose?
