How to register anonymous offshore company without KYC?

That's hopefully not possible. All CSP's shall apply with the OECD's regulations, even if the latest report says something different.
It won't be difficult to find someone who is reselling services and that won't collect these documents! The question is what will happen once in a while when this person vanished!
It's actually cool, because you can differ the professionals from the amateurs and resellers this way. I licensed professional would never take on clients without KYC docs because of the risk to loose his license and huge penalties and even law suits. A Reseller would not know what he is doing by doing so and most often don't care because they are in a country where criminals have the game all to oneself.
