Sorry in advance if this is a nooby question but I'm very interested in getting an offshore bank account in Cyprus and was wondering it this is possible for US Citizens and can it be done remotely? Also is it safe to bank in Cyprus after the bank bail in a few years back?

If you setup a Cyprus company with real office and Cyprus resident (you have to pay 12,5% corporate tax) then it is possible to open a bank account for the Cyprus company in Cyprus, for instant with Bank of Cyprus.
You need to write down a good business plan together with:
- business profile
- copy of passport
- utility bill not older than 3 month
- CV
