How to avoid paying VAT when there's no need, when paying online?

On some websites I may be, or may not, be charged VAT which depends on either the country I choose as my location or residency (billing address). Or probably country where my card is issued.

I don't want to pay the fuскing VAT for no reason.

So what's the fact whether one is charged or not VAT is based on? The country of my billing address?


And what's billing address for anyway? I'll always use a random one within the country my card is issued in.
 
Billing address is used by some cards as an anti fraud measure.

VAT is charged depending on how the seller setup his shop, he could very well not charge it to anyone (or charge it to everyone and pocket it), but it is a very risky affair to mess with VAT.

From the customer's side, VAT is charged based on delivery address, billing address and/or IP. If you are not buying physical goods, use the address that allows you to avoid VAT and you will be happy.

VAT is similar (for customers) to US sales tax. Sometimes it's worth to ship goods to a different state just for avoiding the sale tax.
