Algeria, Ukraine, Russia. Confirmed by local residents from those countries. For example Algerian banks let you deposit very large sums in cash without proving source of funds.

Yep, it can be done there. But best is to go with a trusted fiduciary company or a lawyer and avoid solo runs. It is not as easy as it was years back. But even as of today, it is possible. They can also advise about property buy restrictions for foreigners etc.
