How can a digital nomad open a neobank account?

I have no perma address for that reason I'm unable to get a utility bill as they ask for, most of the NEOBANKS at least do.

What are you guys doing to get that damn utility bill?

Why don't you just get one of nomad visas and rent⁠ a cheap place for this purpose?

You could also start your own utility company and issue yourself a bill from it. That would not be a forged bill and I am pretty sure the bank will accept it

Never given a utility bill in my life to a bank or EMI and‍ that's working with over 100 of them. Surely they will accept a bank statement or⁠ alternative?

Yes bank statement. Again I have never‍ given a utility bill cause I simply don't have them in my serviced apartments I⁠ have always lived in. EMI's, Banks and brokers normally give alternatives to a utility bill⁤ and I have needed to give one ever.
