They have a hidden WHOIS for the domain which is registered in 2018 - the website looks very, let's say, simple!
No address no pictures nothing around about them on the wevsite. It looks to me like a simple setup which you may pay extra attention to if it comes to a business deal and you need to send money to them. Watch your back!

As @Admin said you must do your own research! And take opinions from different sources.
I don't think you can get citizenship in Paraguay unless you live and work there. If they tell you such a thing, it's a red flag.
