For cell tower tracking you don't need any hacks, just SIM card with mobile︀ data.
If they want access to your data (texts, photos etc.) they can use some︁ exploit from one of the companies.
I think HackingTeam (Galileo) is from Italy - so︂ your country has experience in it. I believe the payload is often delivered through redirect︃ links, someone sends you link and you click it, or through manipulated website traffic with︄ cooperation with ISP. Of course this is illegal and unconstitutional but don't be surprised if︅ it is happening.
This is commonly used against journalist and dissidents in︈ dozens of countries; they do not need investigation and simply abuse it.
It is interesting︉ that there was a sudden drop of
15 million mobile users in China, I︊ still don't fully understand why.
Give someone power and it will︎ be abused, prime minister, minister, local politician, law enforcement.
Give someone power in a state️ of crisis and it will be abused 10x.
And what is worse, in some things there may not be any way to return to the previous state because the new, abusive, one will be considered normal. Just look how USA looked before 9/11 and after (Patriot Act).
I'm pretty sure︁ it isn't legal and if you did this in some countries or states, Texas maybe,︂ I imagine huge resistance.

I'm worried about Italy︆ and how this will turn out. In the end the politicians may do more damage︇ than coronavirus. All s**t is coming together at the same time, huge state debt, recession︈ coming, pandemic virus.
I think Italy will also have huge impact on the future of︉ EU and the eurozone. When Greece went bankrupt, many things were considered (leaving EU, returning︊ to original currency... ) it was a big event and the economy of Greece is︋ like 10 times smaller than Italy.
