Despite the lack of extradition treaties, Dubai will simply extradite if it deems it necessary. But it hasn't done that nearly as much in the past, so I understand the lingering reputation. If you're planning something shady you better be in a chaotic African country or something. Or just follow the law of course

They routinely revoke visas. No need to extradite.
And the icing on the cake is the banks always ready to freeze accounts at the first whisper from the West.
It's beyond comprehension how people continue to trust desert bedouins.

Dubai is perfect as a layover spot; basically a big, fun, glorified airport hotel.
It can work if your game is fast cash and lifestyle porn. It fails if your horizon is 10+ years, building a billion-dollar company with serious talent, culture, and credibility.

Oh and the time zone sucks.
