Shutting down of Putithereum - Putin's crypto network - has cause the price of xmr to spike. You're right.

Using xmr for hiding transfer it's famous russian tradition.
The same was doing when btc-e(russian famous exchange) was captured by FSB.
But russian governmental IT engineers so stupid, that they even don't know how modern exchanges worked in terms of crypto analysis and locking users/addresses.

This only caused that russians who use p2p in crypto have their accounts locked, because they have risky transaction with suspicious addresses.

Thats why, in nowadays:
BE VERY CAREFUL WITH DOING ANY P2P CRYPTO TRANSACTIONS WITH RUSSIANS.
And even better avoid russians like a plague, because after having even single suspicious transaction, your wallet and assets could be marked as a risky at chainanalysis and other services.

Peer 2 peer
Is a direct sending crypto from one wallet to another to the end client.
If you not familiar with details, best is use regulated, reputable crypto exchanges to send/receive crypto to/from own wallet.
In this case you can avoid problem with risky crypto, because exchanges will do crypto analysis on their side

Tbh, it seems to me the same bs western propaganda of these latest days.
BIP32 HD + P2P make almost impossible a complete tracing of transactions, and you don't even need Monero - it can be done with the good ol' BTC. If you see how the “hackers” of $4billions were caught, you see they used the same wallet address for years and never split and remixed the money.
Btw Russians don't need crypto, bilateral commerce is settled in RUB and local currency (like RMB/YCN) or goods exchange (ex oil for machineries), and actually their are getting Unionpay to travel and do tourism in all Asia and Latin America, whom welcome them more than ever f**king once again tourism industry in europe! smi(&%
 
A few years ago, the IRS put out a tender for vendors to come up with a solution to trace Monero and other anonymous cryptocurrencies. If that was successful (partly or wholly), it's likely been shared with FBI and other US authorities.

Wallet address management is a serious thing, you can be almost - or totally - untraceable, but you have to carefully plan any transaction.

IP tracing also can be masquerade. I mean, this is not for some thousands of value, but if you move millions “untracebility” can be achieved.

On internet backbones your internet data is being cutted and analyzed by AI and a profil is being created
