Hello everyone,

I'm looking to register a car in Andorra using their MT (Matricula Temporal) license plate for non-eu residents.
I currently have an EU residency and would like to take advantage of the massive VAT savings that comes with registering a car in Andorra, what is the cheapest and fastest country to get a non-eu residency just for this purpose?
Cheapest part is not as important, as long as I can get it with minimal effort and in a reasonable timeframe.

Massive? How much can it be, honestly?

Please note that it is illegal in Europe (including Switzerland) as a resident to drive a car that has been registered elsewhere. Apart from a fine, they will also charge you full VAT.

Use of means of transport by natural persons who have their habitual residence in the customs territory of the Union
(Article 250(2)(d) of the Code)
1. Natural persons who have their habitual residence in the customs territory of the Union shall benefit from total relief from import duty in respect of means of transport which they use privately and occasionally, at the request of the registration holder, provided that the registration holder is in the customs territory of the Union at the time of use.
2. Natural persons who have their habitual residence in the customs territory of the Union shall benefit from total relief from import duty in respect of means of transport which they have hired under a written contract and use privately for one of the following purposes:
(a) to return to their place of residence in the customs territory of the Union;
(b) to leave the customs territory of the Union.

You only pay 4.5% VAT when registering a car in Andorra + some other minimal fees, compare that to (in my case) Malta, savings on something like an Audi R8 (which is only a 120/130k car) will be almost half the price of the car!

I wouldn't drive it in Malta, it will be stored somewhere else and used for road-trips around europe.

You mean you only use it occasionally anywhere in the EU? That's a different story. In that case, you could have it registered in another name and then rent it with a written contract from Andorra for leaving the EU. See point 2. of my post above.

It will be used 7-10 times a month, not as a daily driver but just as a fun weekend car and it will never touch Maltese soil

Yes, you can try the no 2. above with solid rental agreements and a proper company or other person owning it. But risks remain. Where would you store it? Barcelona?

Barbados offers one in 7 days. Pay $2,000 and tick a box saying you earn over $50,000 a year and away you go with residency for 1 year.

I can't remember now but it used to be some companies like the below that offered Gibraltar corporate ownership structures for high end cars for typically rich folk who wanted to own and insure cars outside their home country and make a tax saving. Not sure they do it any more. We are in a different world now sadly.

P.S Malta car registration tax is outrageous. You could pay 170k euros just to register like an 812 superfast and 120k or more for a Urus.
