EU Citizen with Dubai ID: Bank Account Opening?

Will emirates ID (as just resident) be enough to get banking anywhere outside of Dubai and where?

They will ask for passport, also if you want to open an account in the UAE.

No. Passport is required to open an account in Dubai and outside of it

Like others have stated they will always ask for passport.

When I setup my banks outside UAE, I try to provide my Emirates ID, UAE phone number and UAE address as well.

You can open an account as a non-resident so you only need to provide your passport.

If Abu Dhabi or RAK are considered "outside of Dubai" - than yes.
You can easily open bank account at ACDB (great). ADIB (okay) or RAK Bank (not advisable).

If you thought outside of UAE - that's another story and I doubt it's possible just with Emirates ID.
