Yes that's actually one of the tasks you can use a nominee for. It's not‌ required to appoint a nominee shareholder when you appoint a nominee director, it is up‍ to you and if you need it.

Nominees are widely used by many offshore jurisdictions,⁠ so Cyprus, Belize, BVI, Panama, Seychelles etc.
