Easiest Residency / Citizenship to get Remotely (non-EU)?

A friend of mine has Russian and Ukrainian passports

He needs another residency or citizenship to start doing business properly abroad

He is against any EU residency

Willing to travel once or twice anywhere but preferably not longer than a week or two.

Price below 250K EUR

Some choices I have in mind, but not sure if they fit:
- Thai Golden Visa
- UAE visa

Any easy options that fit?

Only Vanuatu fits this profile. Quite cheap, no need to travel at all for citizenship, possible to obtain within 2-4 moths depending on payment terms - you can message me for more info.

Also I know many Russians are obtaining Kyrgyz passports, but not sure how that will help with international business.

Turkey is also an option but that is above the mentioned budget.

He can get residency in Serbia easily, setup a company and do business from there. Lot of Russians already living there. Has direct flights from Moscow to Belgrade (3h flight). Non-EU country.
