A physical card without kyc? Not possible, but I'd go with binance. Their kyc process‌ is very easy and straightforward (ID+Selfie+Proof of address).

But if you need a virtual card‍ that could be loaded with crypto, you will find plenty of services.

Binance app has a lite option which is pretty straightforward. Just make them order the‌ card and send their payments to their Binance address

Crypto_com offers cards but it's being offered‌ by many other platforms as well.

Spectrocoin also issue physical cards to an EU address and you can exchange crypto by‌ fiat with them to load the card, but it is in your own name.
