Maybe the database wasn't even hacked? An insider could have done it.

The one who wrote the article is ignorant. You don’t need to store photos for a facial recognition database. Use feature ratios if you do it the old way or use an onnx file if you are using a neural network. We know three things. First, it’s amateur hour down there (this is a given regardless). Second, based on the data described, they grabbed an ID database that has little to do with facial recognition and the one who wrote the article is writing nonsense. Third, this has little to do directly with facial recognition (though the photos could have been used for such).

the day after I gave my data to the Paraguay immigration office I started receiving spam on the phone and email. Clearly, they sell your data. Not surprising, and El Salvador is certainly no different.
