The Iranian regime has dramatically expanded its domestic crackdown on dissent and access to foreign information by formally implementing a sweeping blacklisting system under its post-war espionage law.
The measure, issued by the Ministry of Intelligence under Article 4 of the 2025 legislation, brands dozens of foreign media outlets, journalists, human rights organizations, think tanks, opposition figures, and hundreds of online accounts as "hostile" entities, exposing Iranians who communicate with or share content from them to severe criminal penalties.
Under the legal framework, punishments can range from years of imprisonment to capital charges.
The lists encompass Israeli state institutions, Persian-language broadcasters, opposition figures, Western democracy and human rights organizations, and various armed groups, significantly expanding Tehran's legal restrictions on information sharing and foreign engagement.

Lebanese authorities arrested Mohammad Ali Shamseddine, a figure with access to senior Hezbollah circles, at Beirut’s Rafik Hariri International Airport as he was preparing to travel to Iraq.
Investigators determined that Shamseddine, who traveled regularly between Lebanon and Iraq and was married to an Iraqi woman, used trips from Iraq to Turkey to meet operatives connected to Israel’s Mossad and deliver detailed intelligence collected in Beirut on Hezbollah personnel, movements and locations.
The information he supplied enabled Israel to identify and strike Hezbollah targets and was linked to the deaths of several officials in 2024, including 4 senior security commanders such as Fuad Shukr and operations chief Ibrahim Aqil among the figures whose locations may have been compromised.
Shamseddine remains in Lebanese custody as the military judiciary investigates the full extent of the intelligence network, his handlers and any additional collaborators.
