other than tiea, common standard reporting, oecd, ect.......... how many international protocols/organizations/laws/ect........ monitor offshore banks and their clients activities? on a global scale who monitors everything? how many actors are participating when it comes to the global mutual exchange of information? state and non state actors that is to say. can anyone say how many actors are participating in this global mutual exchange of information.
