Crypto Exchange FTX Wins License, Plans Regional HQ in Dubai

It will be regional to start with and then the main HQ eventually. There are incentives being given by the government which in turn will bring more people to live in Dubai. This will also make them more competitive in regards to the region.
 
Is it/will it be mandatory for exchanges to get a license to be able to serve UAE residents ? (exchanges without license cannot be used in UAE ?
