Xapo offers both⁣ plastic and virtual for many non EEA countries and exactly what you described.

Thing is⁢ they are going to $1k per year fees soon.

They don't offer SWIFT payments, just︀ SEPA / ACH basically, but even then some banks in Europe will say they don't︁ send SEPA to Gibraltar.

You still get to deposit with bitcoin usdc and usdt though︂ ..

Yes, I spoke to Xapo. After months of review and document requests, I learned that‌ it would be paid model and gave up. Thanks for the information.
