It costs about $1000 usd to set up a company then I just got this message from my Costa Rica Lawyer
You can obtain a data processing license from the government and be legally licensed here.
It will state “data processing” as the licensed business activity which is used for online gaming business.
It takes between one or two months to process the license and have it registered.
The cost to obtain the license is $9,000 compared to $120,000 to $80,000 in many other countries.
Once you have the license, it is $195 every month to keep it active.
The only requirement is to have a Costa Rican corporation.

No gambling company offshore has a Data Processing License. For what benefit? Its not a license, will not let you open a bank account, does not give you access to suppliers. Its just a lie.
