Assuming theres corruption in brazil and hackers had billions of usd worth of stolen bitcoin and wanted to invest such money in hotels, resorts, ect... how could police trace back to them if middlemen were involved?

The main risk is choosing the wrong ones.
If they do their job properly, there are no issues.
If they do not, they usually cause serious problems.
